Why is the scheme needed?
Improving the A30 between Chiverton and Carland Cross is incredibly important for Cornwall’s future. It is the only remaining stretch of single carriageway on the A30 between Camborne and the M5 at Exeter. Journeys on this part of the road are regularly delayed with congestion often bringing traffic to a standstill. As a result of this, the Cornish economy is being held back. You can view our fast facts document to find out more.
What is happening?
We’ll be upgrading the road to a new, modern dual carriageway whilst retaining the existing route for local traffic. This will not only increase safety and reliability for its regular users but will also offer a serious boost to the tourism industry, local businesses and the regional economy in Cornwall. A plan of the proposed route can be found here.
What has happened so far?
We’ve been developing and refining our plans since work started on the scheme in 2014. This timeline shows our progress so far.
On 6 February 2020, the Secretary of State for Transport gave the go ahead for the A30 Chiverton to Carland Cross scheme to be built by granting the Development Consent Order. This is a major step forward and means that we should be able to start later this year.
On Tuesday 31 March 2020, we awarded the contract to build the scheme to Costain. Following this, we began our preliminary work and started carrying out ground investigations in April and May.

What are the next steps?
We’ve been busy working on our designs and are ready to start construction in September which will begin with the installation of the site compound and offices.
After our virtual public information event starts on 21 August 2020, we’ll use the online room as an information hub which will be kept updated throughout the project. We’ll also be holding a weekly question and answer session so that any queries you have can be answered – further details of when these sessions will be held will follow.

How will construction be managed?
We’ve been working with Costain to finalise the detailed design for the scheme and schedule work to start on site. We’ll provide you with regular information about how the construction process will be managed once confirmed, but in the meantime please be reassured that we’re carefully considering how to complete our works while minimising any disruption for local people and road users.
Who will be carrying out the work?
We awarded the contract to Costain on 31 March 2020. Costain will be working alongside Jacobs to carry out construction.
What does this mean for landowners in the area?
The main way that our start of works will affect landowners is through our compulsory acquisition of land. We’re talking to the relevant landowners and everything is progressing well.
What impact will Covid-19 have on the project?
All major construction projects are being closely monitored during this unprecedented situation and we’re regularly reviewing our work and making sure that it is safe to proceed. We’ll be starting work as planned but will continue to follow government guidelines and we’ll notify the public of any changes.
Will landowners be able to have contact with the project team during the lockdown?
Despite the current Covid-19 situation, work is still happening, and the project is still being progressed even under these trying conditions. Face-to-face meetings with landowners and the project team are now possible if we make sure we’re sticking to social distancing rules. Where people aren’t comfortable with face to face meetings, we’ll arrange telephone calls to give verbal updates and answer any questions landowners have about the project. Landowners can arrange telephone calls with the project team, if they have a concern or query, by emailing A30ChivertontoCarlandCross @highwaysengland.co.uk.
